FOIA Schedule I includes:

Amendments have made the relevant parts of the 1968 Act pretty difficult to read, but it seems clear that the integrated transport areas outside Scotland are the metropolitan counties, and their PTEs are the ones they had before 1985. Metropolitan counties are defined by Schedule 1 of the Local Government Act 1972:
