Passenger Transport Executive
FOIA Schedule I includes:
- 28 - A Passenger Transport Executive for an integrated transport area for the purposes of Part 2 of the Transport Act 1968
Amendments have made the relevant parts of the 1968 Act pretty difficult to read, but it seems clear that the integrated transport areas outside Scotland are the metropolitan counties other than those entirely covered by a combined authority, and their PTEs are the ones they had before 1985. Metropolitan counties are defined by Schedule 1 of the Local Government Act 1972:

However, references to an integrated transport area are to be read as including references to the areas of the following combined authorities by virtue of articles of their establishing orders:
- Greater Manchester Combined Authority (by article 7 of SI 2011/908)
- Halton, Knowsley, Liverpool, St Helens, Sefton and Wirral Combined Authority (by article 7 of SI 2014/865)
- Barnsley, Doncaster, Rotherham and Sheffield Combined Authority (by article 7 of SI 2014/863)
- Durham, Gateshead, Newcastle Upon Tyne, North Tyneside, Northumberland, South Tyneside and Sunderland Combined Authority (by article 7 of SI 2014/1012)
- West Yorkshire Combined Authority (by article 7 of SI 2014/864)
These integrated transport areas don't strictly have passenger transport executives any more, but most of them do have equivalent bodies:
- Transport for Greater Manchester (named by SI 2011/908)
- Merseytravel (named by SI 2014/865)
- South Yorkshire Passenger Transport Executive
- Tyne and Wear Passenger Transport Executive
- West Midlands Passenger Transport Executive
It's not entirely clear that these bodies are still public authorities for FOI purposes, but they clearly should be.
