• Summary: The complainant requested information from the council in relation to the proposals for a lorry park to deal with the impact of “Operation Stack”. The council identified 15 documents falling within the scope of the request and disclosed these to the complainant. However it redacted information from two of the documents under regulation 12(4)(e) and 12(5)(e). The Commissioner has investigated and found that regulation 12(5)(e) is not engaged and that although regulation 12(4)(e) is engaged, the public interest in maintaining the exception does not outweigh the public interest in disclosure of the requested information.
