Using legislation templates in quotations from legislation

I notice that you've recently started using templates for citing legislation when it's mentioned in other bits of legislation. This is good, but I'd suggest that even where the templates currently generate the right text, it's better to explicitly include the link text from the original legislation. That way, we won't end up misquoting legislation if we change how the templates work.

As an example, rather than this:

*36A - A [[Strategic Health Authority]] established under section 13 of the {{ukpga|2006|41}}

I think it's better to write this:

*36A - A [[Strategic Health Authority]] established under section 13 of the {{ukpga|2006|41|National Health Service Act 2006}}

Does that seem sensible?
