  • Summary: The complainant made a series of requests to the London Borough of Camden (“the Council”) about the work of its Central Complaints Unit (“the CCU”). The Council refused some of the requests under section 12 of the Freedom of Information Act 2000 (“the Act”) on the basis that to respond would exceed the cost limit and also under section 14 of the Act on the basis that the requests were considered by the Council to be repeated and vexatious. The Commissioner investigated and was satisfied that the Council had provided sufficient evidence to demonstrate that the requests had been correctly refused as vexatious under section 14(1) of the Act and he therefore did not consider the other exclusions. This decision notice is currently under appeal to the information tribunal.
