The Commissioner found section 41 was engaged in respect of specific portions of the course materials but that none of the other exemptions were engaged, and ordered the disclosure of the requested information apart from the portions withheld under section 41. He also found the public authority in breach of sections 1(1)(b), 10(1), and 17(1). Information Tribunal appeal number EA/2009/0034 dismissed.
