- Summary: The complainant made a request to the National Offender Management Service (NOMS) for any briefings from HM Prison Service to the Prisons Minister concerning the Tasker investigation, dated 2006 and 2007. The public authority stated that it had conducted extensive searches and was unable to confirm the existence of any specific briefings submitted to the Prisons Minister. The Commissioner considered the searches undertaken by the public authority and suggested possible additional areas for enquiry. As a result of this, the public authority has confirmed that it holds information which is relevant to the complainant’s request for information but due to the extensive nature of the material, estimates that the costs for disclosure exceed the statutory limit. The Commissioner agrees that the public authority’s estimate of its costs for compliance with the request is reasonable and exceeds the limit of £600. He does however, find the public authority in breach of sections 1(1)(a), 10(1), 16, 17(3) and 17(5) of the Act.
